Well the way it works is the program goes through nightly builds until 80% of the features work. Then the program goes in to alpha builds. The reason for this is that before alpha, how the features work is going through revisions until it reaches the intended method. EX: look at the BGAnimations, going through major revisions. After the way the features work are set in stone, then they go to alpha and the features wont change how they work in case it is causing too many bugs. Alphas are considered, for the most part, stable builds.
The reason why themers hate theming on pre-alpha builds is because:
1) The builds are nightly, therefore the themes could stop working nightly
2) The feature they used to modify an object in the theme could change the way it handles the object.
3) Number 2 could happen during the development of the theme many times, slowing releases.
4) Its too damn hard to keep up with versions before the alpha stage
e.g.: A theme made for 3.9alpha22 would not work properly with 3.9alpha24 but for the most part 3.9alpha24 themes work with 3.9RC1

Technicially, the theme for 4.0 is based on SystemZero from Aj187, the same guy working on making the themeing engine work on 4.0. So it is as complete as the theming engine for 4.0 will allow at the time.
