I would have chosen General Discussion and/or IIDX Discussion, but it's probably a matter of taste. I suppose I can see your argument for putting it here, and I guess I'd even agree save that you seem to be ranting. Yes, I can empathize with your desire to do so, but at the same time, I don't go to Marketplace for soapboxing.
The dates Random gave were ESTIMATES. Yes, he should have had things ready by those dates (or given more reasonable dates in the first place), but failing to do so is not a breach of contract.
