He's saying that the creators of simfiles and simfile packs don't find their files fun because they know where all the pauses and BPM changes are.
But that is not true. If I were to play a song over and over I would get all the freezes and BPM changes figured out. Does that mean I find it less fun? No.
If you somehow don't like your simfile, make it to where you do like it. Simple as that.
