It is, because there is no universally accepted definition of what a "DDR song" or "ITG song" would be. You can't oversimplify this in that way. In a competition such as this, people enter whatever they please into any division. To a point, DDR and ITG are identical (except for like, banner size), the real difference is just that ITG allows for more, but the stepper does not necessarily have to take those liberties.
