The Extras/Penalties scores are the direct average of all scores in that area, while the main scores are multiplied by five after averaging (so they do in fact matter more) - up to 50 points from the main review, and up to 50 from extras. Harder Better Faster Stronger worked for me as well, but you may want to check the SM if it isn't for you. COnsider which SM version you're using, though - I'm on the latest 4 beta for this contest.
