I already mentioned my theory of poor fliptop design, and in my situation, I found that to be the sole problem. All this comes down to is the spring that's attached to the fliptop hinge. In my case, this spring sticks out in a way that may interfere with the spinning of the DVD (it probably interferes more when the machine has to slow down reading the outer parts of the DVD). Obviously, this occurs underneath the fliptop, so it would be necessary to open the PS2 again. Once you do, simply cut off the troublesome part of the spring. I used a strong wire cutter (please wear goggles; the cut piece literally popped to the ceiling when I did this. EDIT: also cover the PS2 with something just in case as well). Sorry I don't have a digital camera.

I can second this. I was tearing out my hair when I installed my fliptop last summer, since it wouldn't read anything, not even US titles. After 2 days of testing, I finally came to the same conclusion and cut the plastic out with a hot knife.
