I'm not really sure what you mean.

The problem is ratings are very rare already. If you only allow ratings with a comment there will be even less ratings.

That is why I think we should come up with a whole new rating system. Like an algorithm that calculates the rating based on the simfiles popularity instead of just rating the file.
