You have it done like this:
[0:12:09]
It should be like this:
[0:12.09]

Change the colon with a period. That's all.

Or you could go to the spot in the StepMania editor where the lyrics actually begin and look at what the current second is on the right side of the screen. That'll always get you close enough.

It would take a lot more time, but definitely a good idea.
