To answer your question about the report to administrator link, that has been intentionally disabled due to the way that it worked. It would send an email to each of the applicable staff members (kinda pointless to hail in the entire team for one problem), so until there is a new system implemented, the report bad post button and contact us links (same as the one that you mentioned) are disabled.
