Wasn't the main issue with distributing courses two things to concern with?
1) Official sims - They are not allowed to be directly linked here other than that one thread.
2) Too much advertising for other sims - Many people would make courses just for the sakes of advertising their sims.
I think if there was a .crs database (which doesn't sound like a bad idea actually) the courses should be divided into 3 categories, all of which require a course description (like a normal sim) and a songlist (so you can see which songs you are required to get):
1) Official Song Courses - These would be courses that use official songs in them. All the listings would have song name, artist (possibly), and DDR/ITG mix it came from.
2) BMS Sim Course - Courses that use sims present in the simfile database. Each sim in the listing would need to be linked to a sim in the database.
3) Other - Courses that are a combination of the above as well as other sources (such as other hosts and such).
I'm interested in seeing something like this put in place.
