Sure! If you look underneath a person's avatar and information (on the left side of the screen, next to their post) you'll see a button with an exclamation mark on it. Click it and you'll be allowed to fill out a report form, which will be sent to the moderation team. We'll review it and intervene if necessary.
Also bear in mind that moderators don't always step in to tell people to shut the hell up. Usually I'll just hand out infractions and move on, since I think that usually people will get the idea that they've done something they shouldn't have. The fact that you don't see mods posting right after an incident doesn't mean they're not paying attention.
