Typical fighting game lingo. S-Tier means either retardedly powerful, extremely easy to pick up, or just plain cheesy, or a combination of those. D-Tier or F-Tier means the character might be really weak, or confusing to use, or just plain dumb. There are good players with F-Tier characters, but not as many as S-Tier or A-Tier.

Example: In Guilty Gear, Ky was/may still be S-Tier because he is the basic character most new players use, but he was extremely strong and great at lockdowns/mixups. Zappa is C-Tier or B-Tier because while he is a very powerful and unpredictable character, he has 4 different movelists that come up randomly and is very tough to learn.
