I have one on my floor right now.
It hooks up well to my computer for Stepmania, and it works on PS2.
Haven't tried it on PS3. Though I don't see why it wouldn't work. It is USB.

As for quality, it is pretty good. Takes a while to get used to it, and the metal corners are sharp xD
Just don't be suprised that your shoes wont slide well on it at first. Brand squeaky-clean new
