There's no correlation between the two a lot of the time. For BanYas, any revivals are of their own choosing and it costs nothing to do it. Many Pump songs have their licenses held even when not available in a game. Pump song licenses are bought for several years at a time at a fixed price and the exceptions are far and few between (such as Valenti or Tell Me).

It costs virtually no resources, time, or money to revive a huge chunk of Pump's back catalog. It doesn't stop them from pumping out as many new songs as possible and it generally doesn't affect their budget. You've got to remember though that some new Korean licenses cost a fortune and a few select songs are the reason why their budget gets eaten up so quickly.

The key to getting as many new songs as possible is to head in an overall more indie route with their song choosings, which is what they did in NX1. I bet that their choices are what led them to be able to afford licenses like Tell Me and VIP in their next outing, NX2.
