Default Speaker problems

So I have my spare computer set up (HP Pavilion 514x) while my laptop is being fixed (God, this is going to be a long 3 weeks...) & I'm trying to set up some speakers (tried 2 different kinds. The one I received with the computer were Polk Audio) & for some reason, it's really, really quiet even though it's set at the max volume on the computer. I tried my headphones & they're at a normal volume (not blasting, but still enough to hear), but there's a weird static sound. Is it the speakers or something with the computer?

I now have another problem. For some reason, when I play a sound, it produces an echo & it's REEEAAALLLYY annoying. I don't how it happened & I tried going into volume controls, but nothing.... Edit: I found out something in Sound Effects was on for some reason. It'd not doing it anymore.

10/19 edit: I'm getting my laptop possibly tomorrow, so this thread doesn't need to be answered anymore.
