There is a permanent ojama and zutto is an option, they're separate. The permanent ojama gives a 1.5x point modifier and you must have another ojama on to do it. There is no half-speed ojama until at least pop'n 12, maybe 13. If you use permanent ojama + high speed, you will get the flashing background in any game because zutto is the only way to make it so that the background doesn't change.
