Sometimes, manufacturer-specified response times are considered as marketing gimmicks. Most likely, that response time posted is Grey-to-Grey (not full-black to full-white to full-black). Another example of how manufacturers uses marketing tactics to trick people.
In these cases though, the best way is to really test the game with the said monitor or display. If the results are at least satisfactory to you, then yup, the display should be sufficient enough for playing your PS2 on it
