Certainly for the UK release, I don't see why it wouldn't also be for the Japanese ones.
On the subject of playing 5-key, the only beatmania machine I know of in the country is an old mini 3rd mix machine, so it's all I've been able to play on actual hardware. I'd love to have a IIDX machine nearby (or even a more recent 5-key machine - one with speed mods, or at least which gives you the name of the track before you've selected it), or to be able to have a go on III, but it's still fun for a few plays when I'm in London. I doubt many people play it, mind, both times I've played on it I've set the top score, though I guess they might turn it off regularly and scores aren't saved anywhere.
I also recently bought the UK release for cheap (because why not?), so I've had a few goes on that, but it has the same issues as 3rd mix.
