Um, it depends. First and foremost, you'll need some video editing software, like Sony Vegas or Adobe Premiere. This will help you get the picture-in-picture feature shown in the given video.

Then you'll want to capture the video. If you use Stepmania, this is fairly easy to do on the PC - get a program like Fraps or Camtasia Studio, or a capture card, and record it directly off the PC as you play, then string the two together. With a TV or an arcade game, you're looking at something that has "line-in/line-out" capability. A more tech-savvy person than I will be able to tell you about that.
