Just in response to this, the way online works is when you start a game it attempts to join other players (not in the same arcade as you) in an online game. If there is already someone else waiting then you join their game. If nobody else is waiting to play that song it creates a new session for you and starts a countdown (and yeah it's 30 seconds to a minute like you said) -- if other players join the countdown doesn't reset. When the 30 seconds is up the song starts.
If someone else is waiting and you join them then your countdown synchronises with theirs (eg if they have only 5 seconds left to wait then you only have to wait 5 seconds for the song to start)
On Jubeat you couldn't join an online game with someone in the same arcade as you. If you tried to it forces their countdown to zero and starts their song, then it creates a new one for you. I'm not sure whether this has changed or not in Ripples...
