It really isn't that much tighter than IIDX at +0... the problem really comes from PC not being optimally built to handle differences of ~<50ms which is pretty significant when we're talking about music games. USB poll rates (for USB keyboards that support high rates, obviously), VSync off and high thread priority only do so much.
I'm also pretty (not 100%, don't quote me on this) sure that judgement is at least in part affected by BPM. |
