It's actually supposed to be designed that way. The buttons you are seeing 'continuously pressed' are pertinent to correct operation with a PS2 system. When you plug it into the PS2, that continuous loop of signal is seen as a Pop'n Music ASC and it changes the interface of the game to show buttons on the ASC instead of the PS2 controller. It should not affect the PC usage because there are no buttons attached to that loop of signal. Hope this helps explain it a little bit more.
