well to be honest you could just use something like photoshop to animate it. I think the best way is a tablet and photoshop.
it's really not hard to imitate the style either. I don't think there's any specific frame rate as all of the character animations are different. example: Minit's doesn't have many frames while Wilhelm has quite a few..
the earlier animations(Pop'n 1-5) are really choppy and only look like they have 2 or 3 frames. |
