I dug a little deeper, and I couldn't find anything myself. Everything seemed to point to this only being against sexually explicit images of PEOPLE. So by the definition of a minor, being a person under the age of 18 years, loli is excused. Since there is no person being depicted in the picture.
Paranoia will ensue for now, but give it time. It never says anything about drawings, as far as I can tell.
