Sometime in November (possibly the 30th) of this year. This is according to Amazon, so it might not be exact. 
Oh, & it's going to cost $40, which is $10 more than the usual DS game. I don't why it costs more than the average DS game. Only other $40 DS game I've seen is Chrono Trigger.

Why so long? Yikes.
And if you ask me, it's $10 extra for the 'niche' fee. If it only gets a cult following, then they'll make back the cost of production easier. That's why Fire Emblem: Radiant Dawn is still $50.

So yeah... The English dub is shit... Why would you translate the egg eating game and not the Taiko game?

According to Nintendo ( from Destructoid), they wanted to put the Japanese tracks as unlockables, but couldn't due to memory restrictions.....
Edit: Destructoid has posted a video showing off some of the dub. The same person who made the video also showed off the demo you can get off the Nintendo Channel.
Hmmm, maybe that live performance that Nintendo did at Joystiq was a sign......

Yeah, the frogs sound fine, Fun Club is meh (could've been better. Sounds a bit forced), but The Dazzles (one w/ 6 cheerleaders) is AWFUL (vocal-wise).
It's too bad there wasn't enough room on the DS cartridge to have the JPN tracks.
I'll still get this game when I get a DSi since it's made by the same team who did WarioWare.
