[Locations] Cannot view pending changes

In attempting to make changes to one of the locations in Ohio, I found that after submitting it, I cannot view the changes; instead, clicking on the link to view them takes me back to the State listing. Or is this intentional to prevent editors from approving their own modificaitons?

No, the locations system is half unwritten and otherwise buggy. Please bear with me as I finish rewriting the missing sections.

Locations should be fixed... Please feel free to test things, and notify me of any issues/errors that you encounter.
