It is a new thing. If you had a rating before but you had less than 5 votes on that simfile then you will show N/A.
Simfiles need 5 votes to show a rating of any kind.
that's going to be difficult for pump files (though I imagine for DDR files, that's not a problem). Even in the old incarnation, I've only had maybe 3 votes at most for a song and the average is 1. Since less users, less are downloaded, and even fewer vote.

Yeah, I understand your point completely. But for pump songs, they're much less popular than ddr ones. And the ratio of votes to downloads are already low in general, so in pump it's even worse. So it's extremely rare for any pump song to have more than one rating, even though it can have a good number of downloads (typically about 100-300 downloads in a year). Judging from the comments i've and other pump makers received in teh past, it's not due to lack of quality necessarily.
but yeah, our ratios are much smaller. i can't imagine what it must be like for ez2dancer simular people (if there's any).
so with the system in, no pump maker will ever get any ratings.
but i'm guessing that you can't adjust the limit for pump songs vs dance, so this may be a futile point.
