[simflie] Pump difficulties unviewable/not supported

If you submit simfiles as type Pump It Up (with KSF selected). It doesn't display the difficulties on the simfile description, even if you submit the song's .sm file (which does have the Pump difficulties in it). They're all blank.

You cannot view difficulties in the chart on the simfile description page for Pump sims. This occurs whether you choose type "SM[PIU]" or "SM[KSF]". And it doesn't make a difference whether or not you include the .sm file (which I did).

There isn't a Pump It Up parser. I'll look into seeing how hard it would be to create one.
