There could be a pretty high chance he has heard the song. He's only 17, so there's a good chance that he's had at least a minimal exposure to DDR before, and Daikenkai (at least in my area) was always a very popular song for people to play. Even as a passer-by, he might've heard the song. You never know.

Using FL presets/samples is essentially filling in dots and loading up sounds from a list.

Its a new low. At least rap producers who sample constantly (Kanye West comes to mind) cut and chop their samples and add countless flair to their productions (basslines, kick/snare patterns), enough to make it their own/not get sued. This guy or his producer did absolutely nothing. He put together a puzzle of a whiteboard.
