Make file rating/commenting a package deal... within reason

For some people who want to rate a simfile very poorly (i.e. 1 to 4), I think it'd benefit the creator of the file if the person rating their file had to give some reason why.

Likewise, I don't think it's important for someone who's already commenting on a file to be forced to rate it as well, since the creator is already getting far more valuable feedback. I also don't think any commenting is necessary if the person is being given a high score, since what constructive criticism would there be to give, anyway?

There probably will be people who will just type in one letter in the comment box before they rate a file, but regardless I think there would be a higher percentage of people who will explain the reasons behind giving a poor score.

Actually, I think it would be an excellent idea to require a comment if one is rating a 5 or below.. and have a minimum character requirement to prevent single-letter quick-spam posts/votes.

I'd tend to agree on the 1-4 section. You're either rating that file as such for one of two reasons: to be an ass (usual) or because there's something you really don't like about the file itself which would make logical sense to post a comment about.

Yet people still don't.

It'd be nice to have, I'd agree.
