This concept has been brought up MANY times in the past several years and I've encouraged it myself because of dumbass reggers that do nothing but reg just to tear down a simfile with low ratings (mostly 1s) and no comment. This is a constant problem with the rating systems that have never been really addressed.
I think ratings between 1-5 should have this placed on them, leaving 6-10's upper half alone, and at the same time it needs to have a specific length to it as well as to avoid 'song sucks lol' for the comment length. If you want to put something like this on a grade basis, 5 and lower would probably be considered a 'needs work' or 'mass failing' file...so there needs to be a specific reason for rating as such. A sentence length or two would probably be long enough...but if you're rating something that low and you're wanting to fall under the constructive criticism area...you know THAT BOX YOU ALWAYS HAVE TO CHECK...you might want to consider adjusting for that as well because I guarantee you that this will be overlooked if it isn't brought up initially when making this move on comments for low-rated simfiles.
