Because it alters gameplay from default parameters. I only mention this because it's TECHNICALLY true... and since it does enhance gameplay (from what you claim), then one can make such an argument. The way Harmonix hid the speed-changing option using a code makes it a "cheat."

To everyone else it's hard to read, but it's obviously passable for the player, otherwise s/he wouldn't use it.

Whether you play at default speed or mod it to a higher speed, you're playing the exact same notes on the exact same song.

It's not a cheat if it's a regularly accessible modifier without using any means of unlock, Otherwise, playing it on L7 instead of [a] may as well be cheating, since it makes it easier.

There IS a difference between a modifier and cheat. Modifiers can make it easier or harder, but it is not a cheat unless specified to be so by the game makers.
