New songs' BGAs should be included with the update but won't be downloaded off the server.

I've talked with one of the arcade manager today and he said they're having some technicians coming in next week with the content DVD and external DVD drive to upload all the new contents onto the machines.

That makes sense - Machines are limited enough in number that you don't actually have to automate updates (i.e. online downloads/patching processes)

Pretty much this. TW and HK will only be getting Cotton Candy + Randomizer Set + 14 new songs for this update.

The other half of the Evolution EP update (10 more missions + Conqueror Set) will be released for TW and HK early next year along with Network Battle.
