Yup, it is Thomas Howard.

According to the pop'n 16 location tests, there is a new Mr. T song called microwave popcorn (Genre: Popcorn Party)

so if ucchies is mr.t with brother hiro on vocals, what exacly were there roles in tri euro from popn? it was noria feat. ucchies and pretty much noria was the only vocalist

Well tri euro doesn't exactly have to mean anything related to the song. But you can distinctly hear Hiro on vocals. I mean he has at least one solo. So that would make the three parts Noria, Mr.T and Hiro.
