Also, (and this could be just crappy YouTube quality...or me) does anyone else notice the guy in the portrait's expression change only slightly from neutral to ticked off several times? Is it just me?
I just want to know if the video has some meaning. Without one it's creepy...and weird.
Basically it's just supposed to be the portrait of a fictional guy named Vanessa de Verdet who "lived" in the early 1800s. Something about suffering, blah blah. The portrait was damaged during a war but is now kept in a museum, blah blah blah and things like that. I'm too lazy to do a full translation.
No special significance other than this fictional guy they came up with.

I thought that was a miss overlay. But turns out it's not.
I checking the information of Vanessa De Verdet at Wikipedia, but there wasn't any information about it.
Like virkato, Konami is not only good at rhythm games, but they're DAMN GOOD at storytelling as well (as evident with virkato, this, [maybe some] Castlevania, and possibly Elebits and Dewy's Adventure).
