11 is a close 3rd with 10s but there simply is not enough, not counting any edits out there.
i haven't passed a 13 yet, working my stamina and other skills again after playing too much MMORPGs over the summer, wreaks havoc on all my skills, could barely pass 10s when i came back. >.<

It makes me not enjoy them. 9's on ITG are just easy enough for me to enjoy, and just hard enough for me so when I pass them, I feel like I've accomplished something. The only 10's I can pass are the easy, boarderline 10's (i.e. Queen of Light, Remember December). And yah, I don't think I've passed any 11+ footer song yet. I doubt I will anytime soon.

I don't play ITG at all, but I tested a few of its songs on StepMania and managed to clear VerTex Expert on my keyboard. I think that helped me a bit for reading tough patterns on IIDX... maybe.
(and that makes my 200th post and a blue spot lit on the #3!)

I would vote for 9s.
For me, generally 9s are difficult enough to give me some adrenalin, without being too difficult or ridiculous. 9s are also good songs for me to go for full combos and PA/FA. I also generally enjoy the music of the 9s compared against the other levels. I find some 9s pretty challenging though.
Playing 10s is fine with me, but they can be quite draining. I can manage three consecutive 10s, but only if they are easy 10s (PS-Sakura-Xepher Oni is OK, MAX300-PSMH-LOM is not). I can pass most 10s, but a few of them still kill me (Unlimited, PSMO, sort-of Mythology Expert [now 11], a few others).
11s are pushing my current limits. These are the kind of songs I'll probably attempt just once per play session. I can pass some of them, but not very well.
12s and 13s are simply out of reach for now, except for Tell Expert which I did by double-jumping the 16th jumps.
Keyboard - Anything with 16th runs up to about 200bpm should be ok.
