Default Tournies based on Score or Perfects?

Ok. so we had a tournament out here in Oklahoma and we spent a good 45 minutes as the "bigwigs" argued as to whether the tournament should be based on score or the number of perfects. I wanna know what other people do from anywhere else. Whether its one of these or if you have your own way of running a tournament.

I understand that Pump is by far harder than DDR ever will be. Pump is geared more towards forcing you to get every last arrow because otherwise you will be penalized for it where as DDR is geared more towards accuracy. With Pump I notice if you miss like 4 or 5 arrows in a row your lifebar just plumets which is the same for ddr but herein lies a thought.

Which one also grades harder? I believe for the most part Pump grades harder but have noticed songs like Join the Party make it much easier to full combo with a full perfect score....whereas songs like moonlight crazy is just insane on the amount of arrows and allowing someone to S the song.

So how do people run tournaments where they are from and what is better and why?

I would say that step count is better, because from what I've heard of Pump's system, you get more points per step after you hit 100 combo.

Reason: Any given song, first player got five misses all in a row at the beginning of the song, then FC'd it but with tons of Greats. Second player had lots of Perfects, but a few scattered misses. More than likely, P1's score will destroy P2's because he held his combo longer.
