I read about this when I picked up a newspaper in the afternoon. According to the article, after the first 2 kills, I mean first shooting earlier in the morning, there was no PSA or anything. In fact, they only sent an email two hours after the first one.

They thought it was an isolated incident, a single shooting (and at the time, it was). The police had to show up and figure out what the hell was going on, then inform the proper school officials who would make an informed announcement, etc., which somewhat explains the two hour delay.
I've seen some people cry out "WHY WASN'T THE CAMPUS SHUT DOWN AFTER THE FIRST SHOOTING" but shutting down a 30,000+ student campus because of a single shooting is like shutting down an entire small city just because one store gets robbed.
In any case, this is the most horrific single event that has happened to this country since 9/11 (unless you feel like counting the 2004 elections, heh) and I don't really know what else to say. On a lighter note, the son of a bitch gunman was Korean so I just know there's a Starcraft joke lurking around there somewhere waiting to be made.
