So how is this game compared to GTA: San Andreas? I haven't played it yet...

I never played San Andreas, but SA had a lot of customization that GTA4 doesn't. It's still got shitloads of content and is pretty great in its own right, but some people are pissed that they can't customize their car and such.

Getting drunk was a fun feature. I can safely say that I made it through a date and got back without killing stuff while drunk. Although, how would it be to (and can you) do the races while drunk? That would be a good challenge.
