Doesn't this happen to some games all the time?
If I'm not mistaken, some companies tend to estimate their release dates due to the workflow they witness already, and if, by any chance, their workflow seems to be a bit clogged, it may be that they have to delay the release.
That, or it could be a sign of a half-ass job, like some bad games out there (I can't really think of examples off the top of my head right now, but I know there are some horrible games out there whose releases were delayed...a lot.)

exclusive content would have ZERO to do with it. the first episode of exclusive content was scheduled for MAR 08. if GTA4 was delayed for both systems, they must have found a severe flaw that requires an overhaul to one of the games portions.

Of course, there have been even more games that got delayed forever that ended up being GREAT. Diablo II, Neverwinter Nights, etc.
