Typical fighting game lingo. S-Tier means either retardedly powerful, extremely easy to pick up, or just plain cheesy, or a combination of those. D-Tier or F-Tier means the character might be really weak, or confusing to use, or just plain dumb. There are good players with F-Tier characters, but not as many as S-Tier or A-Tier.

Example: In Guilty Gear, Ky was/may still be S-Tier because he is the basic character most new players use, but he was extremely strong and great at lockdowns/mixups. Zappa is C-Tier or B-Tier because while he is a very powerful and unpredictable character, he has 4 different movelists that come up randomly and is very tough to learn.

Ky was only S Rank ONCE in all his appeareances (Slash). In Accent Core he's more like B, in XX and #R he's D... and in GGX he's was F because he didn't have retarded shit like other characters (Sol's and Chipp's stupid FDC infinites, Millia's retardedness and etc).

Let's... put GG stuff aside. GG and SF share way different fighting gameplay styles.

I use vega, hes'hard to learn, but good when you figure him out. Thats what I was told anyway. I sure hope he makes an appearance.

Thats why I hated SFIII. Im hoping that SFIV is nothing like SFIII. As far as I remember, it was pretty bad all around, not just me not liking it. Maybe Im a hopeless dreamer wanting the SF games to be.......well, decent. SFIII wasnt a SF game to me, it only had a very small handfull of SF characters. And, if your relating to some event in the game where Vega was killed or something, then I have no idea. I hated the game to much to accually try and beat it. I played it once on dreamcast, and maybe twice in arcades.
If you havent figured out already by my posts in these fighting game forums, I like to play them, but I dont keep up with the tourny crap, or the storys, or much like that. I know very little about SF honestly, aside from the characters that made common appearances in alpha and EX, and that was a while ago. I know that Chun Lis dad was killed by bison, apparently Chun Li is evil as well as charlie, because they were transformed by bison or some crap, so..........see?

I might be wrong, but I think you're confusing the stories of Shadow Chunli and Shadow from MVC2.
