Need some text applied to a picture

I want to use this as a background for a simfile I plan to submit for Stepmania.com's Stepmix 5 contest, but I don't have the proper tools to add text to it myself.

Simfile name: Dawn (Perpetual Mix)
Artist: KaW vs. i09

I'd like the image squeezed down to 768x480 (16:10) (preferably preserving the watermark) and a 418x164 (ITG-size) banner made from it, and the above text added to both.
