1. Formulaic pop.
2. Kick drum on every beat, not necessarily bass heavy.
3. Syncopated synth melody, often times consisting of nothing but the chord changes.
4. Some sort of plucked string synth on the offbeat.

That's most of what you need to know.

What Arkie said is pretty much the way to do it, but by your confused sounding post and the fact that you didn't post this in music production to begin with, we should probably find out if you have any experience with writing music or music programs.
If you cousin likes Eurobeat that much, there are plenty of Eurobeat/pop mixes of songs out there already. Go to Best Buy, they usually have Eurobeat compilations, like 2 or 3 CD ones, for about $12-18 depending on the label.

End your song with an explosion. The rest doesn't matter, unless the whole song itself is explosions. Then it's a dance mix.

I need the most generic sounding eurobeat synth ever... where can I find it/make one... I've no experience with making something sound as exuberant and flamboyant as that synth does.

Isn't eurobeat mostly string syths? and plucked string syths for off beats?
