What providers do you have available? Do you already have phone/television through a given service? What are you using right now to post on the internet? If you already have internet through one provider, it would be really stupid to get a separate one for just Xbox Live.

Actually, I don't have any ISP in my house. Is this a major problem just setting it up in a 20-year old house?

I'm using library stations in my area. That should explain why I go to this site frequently, but not always (the library closes at 6 PM on some days, and are always closed on Sundays and Mondays). This is tough times due to the economy.

So bad you're thinking about buying an Elite. Right....

Anyway you are over analyzing everything, just go with whatever ISP you want, and if it's bad a) deal with it or b) cancel and get a different one.

I did get a Stimulus check, so once I get another check, that should provide me the Elite.

Anyways, I'll try figuring it out ISP-wise.
