Default Speaker problems

So I have my spare computer set up (HP Pavilion 514x) while my laptop is being fixed (God, this is going to be a long 3 weeks...) & I'm trying to set up some speakers (tried 2 different kinds. The one I received with the computer were Polk Audio) & for some reason, it's really, really quiet even though it's set at the max volume on the computer. I tried my headphones & they're at a normal volume (not blasting, but still enough to hear), but there's a weird static sound. Is it the speakers or something with the computer?

I now have another problem. For some reason, when I play a sound, it produces an echo & it's REEEAAALLLYY annoying. I don't how it happened & I tried going into volume controls, but nothing.... Edit: I found out something in Sound Effects was on for some reason. It'd not doing it anymore.

10/19 edit: I'm getting my laptop possibly tomorrow, so this thread doesn't need to be answered anymore.

it sounds like your speakers might be plugged into an audio out port instead of a speaker port, which they will fit into but they will not be loud. make sure they're plugged into the right port (on most computers i believe the color of the plug is green but i'm not 100% on that haha)

it's also possible the speakers are blown

do you mean your headphones are listenable but making the static sound when the volume is all the way up? because if that was the case then most likely there is another volume slider youre missing that needs to be cranked (static is usually only audible when master volume is turned way up and the source sound is low)

Remember that your audio drivers will have a slider for master volume and sliders for other various odd things, like wave sounds. make sure every one of those arent low.

Otherwise, try plugging your speakers into an ipod or something else that can produce sound. If they work there, the computer is the problem.
