Default Wallpaper issues (XP)

So I absolutely hate having shit all over my desktop, and always have everything I need organized in a quicklaunch bar or something, leaving my desktop for temporary things such as installers, .zips, etc. I even get rid of the Recycle Bin 'cause it's ugly, but this is where the problem slips in. My wallpaper doesn't work if I don't have anything on my desktop, so I'm forced to keep at least the Recycle Bin on. Not a major issue, but rather a nitpick that does bother me. If I get rid of Recycle Bin (I get rid of it with Tweak UI) and have at least one thing on my desktop, my wallpaper comes back, otherwise it's just the solid color selected.

Anyone know what the hell's going on? This used to work perfectly fine on my old computer, so I don't know what's wrong.

Dont use TweakUI, use the control panel that lets you get rid of icons on your desktop.

Display Properties -> Desktop -> Customize Desktop? Doesn't have an option to hide Recycle Bin.

Maybe you have "Lock desktop elements" enabled in Display Properties -> Desktop -> Customize Desktop -> Web ?
