yea i got the same email saying pretty much the same thing i hope the notice this is happening to more than one person and decide something has to be done about this
usually when a user withdraws all of the money out of his paypal account, Paypal can't forcibly withdraw the money (that isn't there) or attempt to withdraw money from the linked checking/savings account tied to that account.
