Actually, they made it so you have to get 31 to get the Another chart for extra stage. You have to pass like 9-10th Dan to get the ability to do that though. This just started with DJ Troopers.

I don't really know much about AC IIDX and ESs so what are these 10/20/30/31 numbers? Difficulty totals or something?

Those are the total numbers in difficulty from your song set in arcade mode

like if you played 3 8*'s in a row, your total would be 24.

Which is not available on machines without E-amuse... The max for each level respectively is 8/10/12




Makes me wonder though... Can the settings of an AC IIDX machine be changed so that the stages are 4 instead of 3?

No, 8th dan will suffice. Not that it matters since with no e-amuse it won't save that you completed it.

Nope, the highest they can go is 3+1 which is 3 normal stages and 1 extra stage, and then OMES if you earn it. You can set the game to 5 stages in event mode, but you don't get EX or OMES.
