Granted, if they do not see any significant ROI, then yeah you're right in that it is pointless.
Though there are cases wherein establishments are chains (with more than one store) so they're are times where buying a whole new cabinet *could* make sense (then they'll just send the current unit to the other branch or branches)
I remember when IIDX Asian Version "returned" (through a IIDX GOLD release) last August 2006, TKA apparently bought FOUR Brand New units of the game (2 in Bugis and 2 in Plaza Singapura ; all of which are VERY close to the mass transit/train stations there) to start the launch of BM IIDX in Singapore. Again, no one knows if they found it to be worth of an investment......or perhaps no one knows as to why they made such a bold move.
Sure they have the money (they now have around a total of 36 Maximum Tune cabinets spread across 9 locations all over SG) but was that the reason?
Perhaps, since they ARE the official distributors of Konami products in South East Asia, then I guess they're just doing their part to promote the game in their own establishments (?).
Well we can hypothesize, but I guess it was a strong earner for them.
So come DJT, they bought four upgrade kits along with two BRAND NEW units (with the new LCD). One brand new unit goes to Bugis JCT and the other brand new unit added to Plaza Singapura. In exchange, two "older" units from these locations respectively had been transferred to Bishan Junction 8 and Century Plaza Square (to take advantage of the recent e-amusement service added there).
Total of six DJT units for that nation.

In the case of Hong Kong, there are at least 10 locations. Five-six locations/establishments are confirmed to have bought brand new units for DJT.
Yet personally, I only know of one that has it:
MK 88
You can obviously tell that the owner is rich. Unsurprisingly, he owns the most number of MT3 cabinets in any single location (he holds the "world record" at 24 machines in one store).
Knowing him, he'd buy a new cabinet everytime a new version gets released and sell one of the existing cabs to other places (like here in the Philippines

).
In effect, he'd still have two machines everytime in his store.
