From what I know, the tiering is something like:
(Pinnacle - highest skill level)

1st Dan (entry Dan)
1st Kyu
2nd Kyu
3rd Kyu
4th Kyu
5th Kyu

basically it's a flavor feature to gauge the "class" that you're in based on your skill level, which is determined by which class you can clear. A class refers to a kyu or a dan.
The easiest songs are in 7th Kyu, followed by a slight difficulty increment in 6th Kyu, then 5th Kyu, all the way to 1st Kyu, after which one's class enters "Dan". Songs on 1st Dan are less technical and difficult than 2nd, followed by 3rd, etc. Usually after 8th Dan(aka 9th and 10th Dan), the increment in difficulty takes another steep leap.
When you first enter class mode, classes 7th Kyu to 1st Dan are available. Clearing each Dan class unlocks 2 classes after the cleared Dan. (i.e. clear 1st Dan, unlock 2nd and 3rd Dan for selection. Clear 2nd Dan, 3rd Dan is already unlocked so you'll unlock 4th Dan for selection. Clear 4th Dan, unlock 5th and 6th Dan for selection etc) This pattern ends at 7th Dan. Only by clearing 8th Dan can you unlock 9th Dan, and only by clearing 9th Dan can you unlock 10th Dan.
10th Dan is nigh impossible for the likes of me though (;_; )
I actually stooped the low and attempted a double play 10th Dan with two players (a friend and I) and we couldn't clear it. (T___T) *cries at corner*
